VA Primary Care Annex

This project focused on the development of a comprehensive exterior restoration program designed to address building envelope deterioration and support the long-term protection of the structure. Following a site assessment, BillerReinhart prepared a detailed project manual and construction documents outlining recommended repairs, including exterior painting, sealing, waterproofing, and other restoration work. The documents established the technical requirements, repair details, estimated quantities, and contractor obligations necessary to successfully execute the project.

To support a competitive and transparent bidding process, the design package was structured to provide contractors with a consistent basis for pricing while allowing for adjustments to repair quantities as conditions are uncovered during construction. The resulting documentation equipped ownership with a clear roadmap for future restoration efforts, helping ensure that the building’s exterior systems could be repaired and maintained in a systematic and cost-effective manner.
