Biller Reinhart Engineering Group (BillerReinhart) provided structural engineering services for the Bulk Fuels and Legacy Demolition project at Edwards Air Force Base in Kern County, California. The assignment supported the installation of two 20,000-gallon UL 142 STI above ground fuel storage tanks and the structural systems required to make the new fueling infrastructure safe, accessible, and serviceable. 

The scope included design of reinforced concrete pad foundations for the two new tank supports, 12-inch-thick reinforced concrete containment dike walls around the tank pad, pipe support foundations and piers, a truck fill stand and offload foundation with curb, and stair systems with platforms, handrails, and guardrails for access to the storage tanks. BillerReinhart’s work accounted for dead, live, wind, seismic, and other significant code-required loads, as well as pipe-related lateral forces associated with thermal expansion. 

The firm prepared signed-and-sealed construction documents and a signed-and-sealed basis of design with supporting calculations, translating the fuel-system requirements into a coordinated structural package. Construction-phase services were also included for product submittal review, shop drawing review, project correspondence, and attendance at project-related meetings as needed. 

Through this assignment, BillerReinhart helped advance critical fueling infrastructure at a major military installation, providing practical structural design for containment, support, access, and equipment foundations. The work reflects the firm’s role in turning specialized fuel-storage needs into durable engineered systems designed for demanding operational and environmental conditions.
